The city of Chicago is not saving money on $130 million in refinancing. Alderman Burns is incorrect.
The key question on borrow is how much is taxable? Why borrow with taxable bonds? Because you are using it for things the IRS prohibits.
Ald. Burns incorrect to say that the GO bonds for infrastructure. How is taxable? A taxable borrowing is for operations.
